I suspect that I vaguely know the answer to this question:  What is an RFC?

I am guessing that it is the first step to an official standard, like
RS-232 for one example.  How much work is involved, and what's the normal
time required to reach a real definition?

If it is just an informal request for comment, then that's exactly what
Jeff is doing.
